In accordance with Texas Gov't Code §2161.252 and Texas Administrative Code §20.14, each state agency (including institutions of higher education) as defined by §2151.002 that considers entering into a contract with an expected value of $100,000 or more shall, before the agency solicits bids, proposals, offers, or other applicable expressions of interest, determine whether subcontracting opportunities are probable under the contract. Simplified Acquisition Procedures
If the requirement is at or below the simplified acquisition threshold, the KO may set-aside the requirement for consideration among SDVOSBs using simplified acquisition procedures or may award a sole source contract to a SDVOSB. A sole source award is only permissible where there is only one SDVOSB that perform the contract in accordance with Federal Acquisition Regulations § 19.406 (a)(3).

A Micro-Purchase is an acquisition of supplies or services, the aggregate of which does not exceed $3,000; $2,000 for construction subject to the Davis-Bacon Act; or, $2,500 for services subject to the Service Contract Act.
